Members Present: Dave Knapper, Tammy Knapper, Erik Pentz, Dan Tepfer, Glen Simons, Norm Westby, Steve Kuchta, Chuck Walsh
Members Absent: Bill Dale,Kim Baker, Marlyn Tebben
Special presentation: Gary Danielson from Kandiyohi County presented options for improvements to County Road 9 on the east side of Eagle Lake. Improvements would create a wider roadway on CR 9 with a bike path. CR 9 would move away from the lake from CR 26 going south along the current township gravel road and then curve back diagonally to CR 90 intersection (approximately 2 miles). Approximate cost would be about $775,000 per mile. Improvements would also be made on the remaining original CR 9 which follows the lakeside with a more narrow roadway with a designated bike path. This part of the original CR 9 would go back to Green Lake Township. The county will get back to us as they develop their plan. Highway stimulus money to be used in the southeast part of the county frees up county budget money for the CR 9 project. Further study is being made to find a way to get from CR 9 to CR 26 connecting to the trail.

Committee Reports:
1. A Sechi disk reading was taken at 3.5' on the lake April 9. Water samples from the watershed were taken and indicate phosphorus levels are lower than last year even though clarity is poor. With a high water level and vigorous run off the lake was stirred up during ice out. Early weed growth in the lake bed should be slowed from lack of clarity. Water color is golden. Characteristic are different than last summer.
B. Events –
1. Garage sale – Set for May 15 to coincide with fishing opener weekend. Dave will get a garage sale ad in WC Tribune.
2. June Social – Set for June 9 at Knapper home. Glen brought plates & napkins for social. Glen also bought 6 bags with 475 individual pieces of candy inside for the July 4 parade giveaway. We will package them after the social in June.
C. Membership –
1. The dues paid member list is now on the website showing a two-year status for 2009 and 2010. The report will be updated on a monthly basis.
1. The April newsletter was sent out on April 8. The early mailing was made to get the information out on the Saturday, April 17 meeting in Spicer dealing with danger of invasive spieces such as zebra muscles to county lakes. 134 copies were sent through the website. The rest were sent by regular mail. There were only 5 address corrections to be made after the mailing. The correction process has become very efficient.
Old Business:
A. Eagle Lake T-shirts – We have 12 adult shirts on hand. Motion by Tammy to purchase 36 T-shirts. Youth sizes small (6), medium (6), large (6). Adult sizes medium (6), large (6), extra large (6). Second by Dave. Dan will order a new color combination when the order is placed.
B. Ice out on the lake – Friday, April 2,
2010.
C. KCLA invasive species program – DNR met with the AIS committee to to review the program they already have in place in the county. Priority is giving most attention to infected lakes and boats leaving those lakes. Boaters are encouraged to have a 120 degree high pressure wash and dry dock for 5 days after leaving an infected lake. DNR was concermed about the direction the AIS committee was heading.
D. 2010 directory - Waiting for Kim Baker
and Deanna Dorsey to indicate whether they will help with the advertising for
the directory. Need to move forward on
the project this month & report back on progress at May board meeting. In 2006 their were 175 directories made at a
cost of $800.00. The directory totaled 12 pages.
New Business:
A. Kandiyohi County Lakes Association grant – Organizational meeting for the purpose of electing KCLA officers will be held Monday, April 19, 2010. Our board encouraged Glen to seek a position on the KCLA board. We felt it was important to have representation from our Eagle Lake group.
B. Welcome Boat - No new residents to report.
C. Zebra muscles resolution - We will participate in the volunteer and education program of the KCLA aassisted by local government entities in efforts to control invasive species. Glen and Dave will continue to attend meetings and report back to board.
D. Rick Reimer has viewed a yard on the west side of the lake for possible development of a rain garden to control storm runoff directly into the lake. Currently runoff goes directly across the yard into the lake.
E. Halvorson slough - Inquiries were made to DNR concerning the possibility of draining down the slough and its effect on the lake. Some indicated drain-down would be positive while others minimized the effort.
